Ear stretching question body modification?

my ears are 1-1/4".. my right ear ripped stretching to this size and has shrunken up quite a bit.. ive been doing jojoba,lavender oil and vit e oil massages for the past 3 weeks and quite a bit of scar tissue has built up..my question is whats the furthest i could have my ears scalpeled?and is it legal in NC
