Help identifying a flower/bush?

I am trying to identify a flowering bush or plant that I have been seeing in yards. I live in Northern NY. The plant seems to grow in large clumps, several feet in diameter. The stems are pretty tall, 3 feet or so, honey in color. The flowers themselves are lavender blue, appear kind of papery and delicate. The flowers are not clumped. Anyone have any ideas?
