Why do Muslim women think the only way to dress "modestly" is by covering their entire body with fabric?

I learned in history class that the husband is the only one allowed to see them without the fabric thing on, it's some commitment to their marrige. I'm also pretty sure a man can have multiple wifes as long as he treats all of them equally.
